Making Miami a Sponge City
Miami’s flooding challenges won’t be solved by pumps alone. To truly protect our homes, roads, and neighborhoods, we must transform Miami into a “Sponge City” — one that absorbs and manages water naturally rather than constantly fighting against it. This means treating water as an asset, not an enemy — using smarter design, cleaner technology, and greener streets to build a city that thrives in a changing climate.
We will make Miami a model of coastal resilience — a city that stays dry, cool, and livable, even as sea levels rise. The Sponge City model captures, stores, and reuses rainwater through nature-based design and advanced infrastructure. The result: less flooding, cleaner water, cooler neighborhoods, and lower long-term costs for residents and taxpayers.
Key Initiatives
1. Sponge Streets
Rebuild Miami’s roads to soak up rain instead of shedding it.
- Install permeable pavement, rain gardens, and bioswales along key corridors like Brickell Avenue, Little River, and Coconut Grove.
- Every new Miami Forever Bond project must include green infrastructure — not just asphalt and concrete.
- Expand and complete the city’s tidal backflow valve program to stop seawater from pushing into our streets.
2. Blue-Green Parks
Turn underused land into resilient parks that double as stormwater basins.
- Develop spaces like the proposed Little River District to store stormwater, recharge groundwater, and offer recreation.
- Design new public plazas and greenways that hold water during storms, but provide safe, usable space every other day of the year.
3. Smart Water Infrastructure
Use real-time sensors, AI-controlled valves, and predictive flood mapping to modernize our drainage network.
- Create a Miami Flood Dashboard that publicly tracks pump operations, rainfall, and flood alerts — updated in real time.
- Coordinate city and county systems through a shared Resilience Data Hub so residents see results, not excuses.
4. Resilient Buildings
Encourage residents and developers to be part of the solution.
- Offer property tax credits or fast-track permits for green roofs, rainwater cisterns, and permeable driveways.
- Update the Miami 21 zoning code to require zero-net runoff for major developments.
5. Coastal Protection
Rebuild Miami’s waterfront with nature in mind.
- Replace aging seawalls with living shorelines — mangroves, coral gardens, and wetlands that block waves and filter runoff.
- Partner with FIU and UM to pilot new designs that protect property while restoring Biscayne Bay’s natural defenses.
6. Equity in Resilience
Make sure every neighborhood benefits.
- Dedicate 25% of resilience funding to historically underserved areas like Overtown, Allapattah, Liberty City, and Little Havana.
- Launch a Green Workforce Program that trains local residents to install and maintain sponge infrastructure, creating new jobs in sustainability.
7. Transparency and Accountability
The public deserves to know where every resilience dollar goes.
- Require each Miami Forever Bond project to publish a cost-benefit scorecard and a live project map showing expenditures and impacts.
- Establish a Sponge City Oversight Board — composed of engineers, architects, and residents — to monitor spending, progress, and results.
